In 1797, Colobel Jeb Star founded the territory called Fort Plymouth. In the 18th century, it became a lucrative trading post and even attracted traders from as far as Canada. With the addition of the Transcontinental Railroad in the late 18th century, Fort Plymouth grew into a cattle town, specializing in every aspect of the process. In 1897, the "Great Fire" took place from a stockyard and burned down most of the town. In honor of the founder, Fort Plymouth was rebuilt and modernized as Star City.

At an elevation of 586 feet, Star City, California has a population of three million and is homebase of Green Arrow. The Star City Bank is routinely the target of criminals. After time traveling to England to defeat Morgaine le Fey, Green Arrow and Batman broke up a heist in progress. Months later, during another heist, the criminals, employees and patrons of the bank were hypnotized by Music Meister and robbed it of everything not bolted down. Months later, Clock King and his Minute Men bypassed the bank's time clock and raided the vault. Aquaman happened to be on vacation with his family and snuck away to help Green Arrow defeat the villain and his henchmen.

The city was chosen by the Faceless Hunter to activate a homing beacon for Starro to follow to Earth. The satellite to broadcast this signal was mounted in a sports stadium located near a S.T.A.R. Labs facility. Starro landed and began to draw energy from his clones but was killed by Shazam's lightning. As the heroes began the clean up process, Faceless Hunter used B'Wana Beast's powers to fuse the clones to Starro and create an invincible beast. The beast proceeded to generate destructive vibrational waves to ravage the planet with. The Big Three once hung out at a diner and discussed the Superhero Memorial.
