Professor Andrew Zagarian created an android out of a synthetic material called "plastalloy," and named it Shaggy Man. Shaggy Man differed from other androids by having the power to regenerate itself. The combined might of the Justice League defeated it. Aquaman elected to imprison Shaggy Man in a capsule and place it 20,000 feet below the surface of the ocean. The Shaggy Man escaped his prison and continued to threaten the world and various Justice League members, including Batman.

The Shaggy Man escaped his prison and continued to threaten the world and various Justice League members, including Batman. Shaggy Man appears as one of the many opponents Bat-Mite summons for Batman to fight. Bat-Mite believes that in order to show that Batman is the world's greatest hero, he must defeat the world's greatest villain in combat. Upon being summoned, Shaggy Man attacks Batman on sight, but the Dark Knight tricks Bat-Mite into summoning Calendar Man in his place, causing the creature to vanish[1].

Later on, several Shaggy Men were created for an unknown purpose. The creatures escaped their creators and eventually they formed a pack. Over time, the beasts were rounded up and kept in a secured compound deep in the wilderness. However, the Shaggy Men escaped from the compound and fled into the woods, where they attacked a camp scout jamboree. The Shaggy Men kept the scouts in a makeshift cage, high in a tree, and went to sleep. Luckily, Batman and Plastic Man, investigating their escape discovered both the Shaggy Men and their prisoners. They began to silently work to free the scouts, while trying not to wake the Shaggy Men. Despite their best efforts, they accidently awoke the creatures and were forced to engage them in battle. Between the combined might of the two heroes, the Shaggy Men were defeated and recaptured.[2]

Shaggy Man is also mentioned in the episode, Night of the Batmen.[3]
