No one is certain how the Joker came to be: All that's known is that he fell into a vat of chemicals, which bleached his skin to a chalk white hue, stained his lips bright red, and dyed his hair a sickly shade of green. Some say he was a career criminal named the Red GVVCDDSXXX VHGFFGHJIT GHood who planned to steal money from the Ace Chemical Plant, and dove into the chemicals to escape ; Others say he was a minNecraft mob boss and accidently fell into the chemicals while fighting Batman; Some say he was a hitman who was accidently disfigured by Batman in retaliation for injuring a girlfriend of his alter ego, Bruce Wayne, and was later dumped into the chemicals by his employers. Whatever the case, the Joker is Batman's most unpredictable adversary, always thinking up a new, flamboyant crime, leaving a pile of fresh, disfigured corpses in his wake.
Personality
The Jokers sanity can't be called to question, since it's obvious he doesn't have any. An unpredictable psychotic whose more likely to laugh in the face of death and defeat than recoil. The Joker is rarely ever shown to be scared or angry, taking life as one big joke that only he gets.
Thats not to say he doesn't have other emotional states other than giggling madman. He found Owlmans impersonation of Batman to be irritating since it changed the dynamic he had with Batman. He cried after being caught with the Weeper, and showed mortal terror at the prospect of being sane.
He views Batman as not just a thorn in his side but as an opposite. One he's not truely willing to get rid of, during the time he had Bat Mites power he could and did easily kill the dark knight multiple times only to resurrect him and then ultimatly realising how horrible things would be for him if he ever won.
History
Joker tortured Batman over the years by committing crimes the only his twisted mind could imagine but Joker teamed up with Batman when Owlman dressed as Batman started committing crimes which stole Joker's limelight. Although Joker did betray Batman in the end he admitted that he enjoyed working with Batman and that maybe if he wasn't a homicidal maniac and Batman wasn't a do gooder they could have been friends. Joker then precedes to tell Batman that next time he'll have the trump card and gives his trademark laugh before being loaded into the police wagon and taken back to Arkham Asylum.
The Joker was one of Mongul's racers in Season 2 episode 1 'Death Race to Oblivon'. He was the last villain left in the race (apart from Steppenwolf) and even managed to slow down Batman and take down Huntress.
The Joker was seen as one of Joe Chill's bidders in 'Chill of the Night'
He appears in Season 2 episode 18 'Emperor Joker' where from an accident while fighting Batman he obtains Bat mite's powers.Joker then uses them to create his own Joker mite and kill and revive Batman only to kill him again and repeats the process over and over again. Batman finally tricks Joker into trying to take away his sanity where he sees a world where Batman doesn't exist and he's perfectly sane.Batman releases him after he says he'll give up his powers , he's then left drooling while Harley "Tucker" Peenis comforts him.
Later the Joker somehow transported himself to the Future and helped Brain defeat Kamandi and take control of an ICBM in Tiger City. However the Joker then set it off, destroying the World. However he was apparantly able to go back to his own time in time to save himself. He teamed up with the Weeper after Batman set up the Bat-Probe to detect any crimes in Gotham City, telling the Weeper he had been an inspiration to him.
The Joker's immense love for Batman not being around was shown in 'Night of the Batmen' when he finds out that the "Batmans" are all Batman's friends and that Batman is really sick and says, "It must be christmas," while laughing.
The Joker finally teamed up with Lex Luthor and Cheetah to switch opponents so as to finally defeat their adversaries but they are still defeated.
Powers
Joker has no superpowers, but is an expert of hand to hand combat, and a master marksman. He also carries razor sharp playing cards, has a deadly hand buzzer on his hand, trick streamers that wrap up the target up his sleeves, his jacket can turn into his version of Batman's jet pack and even a bazooka hidden in his pocket and has been seen with machine guns and pistols one of which fires a bullet with two boxing gloves that burst out before impact
Weapons
Joker employs an arsenal of joke and comedy weapons which include his laughing gas, a "BANG" gun, a pocket-sized bazooka, an acid-squirting flower pinned to his lapel, water can, punching glove gun, bombs, his squirting flower turning into a razor-disc, whoopie cushions, springs on his legs, pogo-sticks, walking-sticks, razor-edged cards, sharp metal chickens, bolo-type streamers, joy-buzzers, laughing fish and hammers.
