Leonard Snart wanted to strike out as a criminal in Central City and researched ways to stop the Flash (Barry Allen), the city's protector. In one article, it was theorized that the energy emissions of a cyclotron would interfere with the Flash's powers. Snart broke into the cyclotron lab and used the device to charge up his experimental gun. Snart was surprised by a security guard and used the gun to scare the guard away but discovered the gun could freeze someone in their tracks. As Captain Cold, his primary weapons were dual Cold-Guns, one for each hand.
